A New Step Toward Campus Internationalization: Japan's First U.S.-Japan Collaborative Bachelor's Program Focused on Semiconductor Talent Development

Hiroshima University is advancing efforts to create a global campus that brings together motivated and curious people from around the world with diverse nationalities, cultural backgrounds, and values.

As part of this initiative, the University of Idaho Hiroshima Campus is scheduled to open in August 2026. The University of Idaho is a leading comprehensive research university in the state and has been designated as an R1 institution, the highest rank in the Carnegie Classification of Institutions of Higher Education.

The University of Idaho Hiroshima Campus will implement the Microchip Engineering & Security Alliance (MESA) program, a collaborative education program focused on fostering global talent in the semiconductor field.

MESA marks the first time that a U.S. university has been invited to open a location in Japan of a foreign university in the field of engineering, as well as the first time a bachelor’s program has been established in collaboration between Japan and the U.S. for human resource development specifically in the field of semiconductor engineering.

Preparations for the opening are steadily progressing. In November 2025, the campus was designated by the Minister of Education, Culture, Sports, Science and Technology as a “location in Japan of a foreign university,” recognizing that it offers an academic program equivalent to that of the University of Idaho’s main campus.

In this program, the first two years of education will be conducted at Hiroshima University, and the third and fourth years will be conducted at the University of Idaho in the U.S., with all four years of classes held in English. Furthermore, the tuition will be reduced for all admitted students, regardless of nationality.

Graduates of this program will receive a Bachelor of Science in Electrical Engineering from the University of Idaho. In addition, Hiroshima University will grant MESA students the status of special auditing students and provide them with student services equivalent to those available to Hiroshima University students.

The program will recruit students from Japan and overseas, with a maximum enrollment of 100 students per year. By sharing campus life, students from the University of Idaho and Hiroshima University are expected to deepen international exchange through extracurricular activities and daily interactions.

In September 2022, the University of Idaho also held an event in remembrance of the atomic bombing called “Remembering Hiroshima,” which became the catalyst for a close relationship to be built between Hiroshima University and the University of Idaho through several campus visits and the signing of an academic exchange agreement.

Building on the strong partnership between the two universities, in addition to the initiatives described above, Hiroshima University and the University of Idaho will implement the Mega Exchange Program for Nurturing Peace and Sustainability Leaders, which aims to promote reciprocal student exchanges involving approximately 100 students per year.

In AY2025, as a pilot initiative, Hiroshima University dispatched 18 students to the University of Idaho. With the program’s full-scale launch in AY2026, Hiroshima University plans to accept approximately 30 students from the University of Idaho in May, and to dispatch approximately 30 students to the University of Idaho in August. The scale of this exchange program will continue to expand in the future to further promote student mobility between the two universities.

This international exchange program has also been selected for the Mineta Ambassadors Program (MAP), an educational funding program jointly established by the U.S.-Japan Council and the U.S. Department of State.
